Xi urges central SOEs to play stronger role in advancing Chinese modernization

Chinese President Xi Jinping has called on centrally administered state-owned enterprises (SOEs) to better align their operations with the overall work of the Communist Party of China (CPC) and the country, and to make greater contributions to advancing Chinese modernization.

Xi, who is also general secretary of the CPC Central Committee and chairman of the Central Military Commission, made the remarks in an instruction delivered to a meeting of heads of central SOEs held on Monday and Tuesday.

Affirming the pivotal role of central SOEs in the national economy, Xi stressed that they must serve high-quality economic and social development, improve people’s livelihoods, deepen reforms and strengthen efforts to prevent and defuse risks.

He called on central SOEs to enhance their core competitiveness and accelerate the building of world-class enterprises, urging them to remain firmly rooted in the real economy and achieve breakthroughs in key and core technologies.

Xi also underscored the importance of upholding and strengthening the Party’s overall leadership over central SOEs, improving institutional mechanisms, tightening supervision and resolutely combating corruption.

Chinese Premier Li Qiang, a member of the Standing Committee of the Political Bureau of the CPC Central Committee, attended the meeting and delivered a speech.

Looking ahead to the 15th Five-Year Plan period (2026–2030), Li said central SOEs must provide strong support for major infrastructure projects, while accelerating the upgrading of traditional infrastructure through digital and intelligent technologies.

He urged SOEs to foster emerging and future industries in line with their core functions and business strengths, ensure stable supplies of energy and resources, and strengthen applied basic research. Li also called on them to play a more active role in serving major national strategies.

Li emphasized the need to further deepen reforms of state capital and SOEs, adding that heads of central SOEs should perform their duties with a more proactive and enterprising spirit.

The meeting was chaired by Vice Premier Zhang Guoqing and attended by State Councilor Wu Zhenglong.
